# Use Every AI Seat: Get Full Value From AI Subscriptions

> Why paid AI seats sit idle, and how shared capacity pools, quotas, shared skills and usage metrics help a company turn AI subscriptions into productivity.

Using every AI seat means making sure the AI capacity a company pays for turns into finished work across all teams, beyond a handful of enthusiasts. In practice that takes four things: shared capacity in place of idle per-person licenses, quotas that match real demand, training through shared skills, and regular measurement of usage and outcomes.

## How much paid software actually gets used?

Unused licenses are an old problem. According to [Zylo (2026)](https://zylo.com/blog/how-much-wasted-on-saas-spend), the average organization uses only 54% of its SaaS licenses and wastes $19.8 million a year on software it does not use.

Two caveats apply. Zylo sells SaaS management software, and the figure covers all SaaS, not AI tools specifically. Still, AI is now bought the same way, seat by seat, and there is little reason to expect it to behave differently.

## Why do AI seats go unused?

### The tools do not learn the business

According to [MIT NANDA (2025)](https://virtualizationreview.com/articles/2025/08/19/mit-report-finds-most-ai-business-investments-fail-reveals-genai-divide.aspx), 95% of organizations see no measurable P&L return from generative AI. The report names a "learning gap": most systems do not retain feedback, adapt to context or improve over time.

For an employee, this means re-explaining the company, the client and the format in every conversation. Many give up after a few tries.

### People use their own tools instead

The same MIT NANDA research found that workers at more than 90% of companies use personal AI tools. Demand is clearly there. The company simply cannot see it, govern it or learn from it, and company data may be leaving through accounts nobody manages.

### Know-how stays with a few people

In most teams, one or two people work out how to get good results. Their prompts and methods live in their own chat history. Colleagues never see them, so the gap between strong and weak users grows.

### Seat licenses do not match demand

Usage is uneven by nature. An analyst may hit the limit by noon while a colleague in operations logs in twice a month. Fixed seats charge both the same and help neither.

## Is AI worth the spend? What the research says

The productivity case is real on the right tasks. The table below summarizes three widely cited studies.

| Study | Setting | Result |
|---|---|---|
| [Brynjolfsson, Li and Raymond, NBER (2023), QJE (2025)](https://www.nber.org/papers/w31161) | Customer-support agents | +14% issues resolved per hour; +34% for novice workers |
| [Noy and Zhang, Science (2023)](https://news.mit.edu/2023/study-finds-chatgpt-boosts-worker-productivity-writing-0714) | Professional writing tasks | 40% less time; 18% higher quality |
| [BCG (2023)](https://www.bcg.com/publications/2023/how-people-create-and-destroy-value-with-gen-ai) | Consultants on product tasks | About 40% better on creative product tasks; 23% worse on a task outside the model's frontier |

Two lessons follow. First, the largest gains in the NBER study went to less experienced workers, which suggests AI spreads the methods of top performers. Second, BCG's result is a warning. AI capability is uneven, and people who trust it on the wrong task do worse than people working without it. Training has to cover where AI does not fit as well as where it does.

## How can a company use AI capacity more efficiently?

1. **Pool capacity.** Replace fixed per-person seats with one company budget of AI usage. Everyone works through the same assistant, and capacity flows to whoever needs it that day.
2. **Set quotas that match roles.** Give each person, team and cost center a quota. Warn users before they reach it, and route overflow to a cheaper or locally hosted model so work continues.
3. **Train through shared skills.** When a strong user finds a reliable method for a task, save it as a shared skill that anyone can run. Review and version these skills like any other company procedure.
4. **Bring shadow AI inside.** Offer an approved assistant that is at least as convenient as personal tools, inside the chat apps people already use, with clear rules on which data it may handle.
5. **Measure and adjust monthly.** Review usage and outcomes by team, move quota from idle groups to busy ones, and look for tasks where people keep correcting the AI.

### What should you measure?

| Metric | What it tells you |
|---|---|
| Active users per week, by team | Whether capacity reaches everyone or only enthusiasts |
| Quota used per cost center | Where to move budget |
| Share of requests using shared skills | Whether know-how is spreading |
| Tasks run on a schedule | How much recurring work AI handles without prompting |
| Edits or rejections at review | Where skills need improvement, or where AI should not be used |
| Requests routed to local models | How often caps or data rules apply |

## Who should own AI capacity?

Treat AI capacity like any shared resource with a budget. In most companies that means three roles:

- **A central owner**, often in IT or the digital transformation office, who manages the pool, the models and the data rules.
- **Team leads**, who decide how their team's quota is used and flag tasks that could become shared skills.
- **Skill reviewers**, senior people in each function who approve new and updated skills before they reach everyone.

Finance should see AI spend by cost center every month, next to headcount and other software. Without that view, the company cannot tell whether a quota increase is paying off or covering waste.

## How Redstone does this

[Redstone](https://chatredstone.com) gives every employee one assistant that draws from a single governed pool of AI capacity. The governance console sets token quotas by user, group and cost center, sends a warning at 80% of a quota, and switches to a local model automatically when a cap is reached, so work does not stop. Usage dashboards, an audit log and a kill switch give administrators full visibility and control.

Know-how spreads through a shared, versioned skill library. When the agent finds a better way to do a task, it proposes an update and a human approves it. A supervisor agent delegates to specialist sub-agents for research, analysis, Word, Excel, PowerPoint and code, so people get good results without writing expert prompts.

To bring shadow AI inside, Redstone works in Zalo, Slack and Mattermost and connects to Odoo, 1Office, Jira, Google and Outlook with each user's own permissions. Data is classified into four levels (Public, Internal, Confidential and Secret), level-3 data runs only on local models hosted in Vietnam, and company data is not used for training. Staff can also schedule recurring tasks by asking in chat, which puts capacity to work outside office hours.

## FAQ

### Why do company AI subscriptions go unused?

Seats are usually bought before work is redesigned. Many employees do not know which of their tasks AI handles well, the tools lack company context, and good prompts stay with the few people who wrote them. Meanwhile, staff often turn to personal AI tools that the company cannot see or govern.

### What is a shared AI capacity pool?

A shared capacity pool replaces fixed per-person seats with one company budget of AI usage, usually measured in tokens. Everyone draws from it through the same assistant, and administrators set quotas by person, team or cost center, so heavy users are not blocked and light users do not leave paid seats idle.

### Does AI actually make employees more productive?

Controlled studies show gains on suitable tasks. Support agents resolved 14% more issues per hour, and novices 34% more. Writing tasks took 40% less time with 18% higher quality. BCG also found consultants did 23% worse on a task outside the model's abilities, so people need guidance on where AI fits.
